Open that door !


Three months ago I applied for planning permission to brick up an internal doorway . I was required to do it by building control who said that because I had let the upstairs and downstairs under separate contracts to separate people I had created two flats and must regularise the situation .
The planners did not mind me converting the property but wanted me to split it left and right with two staircases instead of top and bottom . Too much work and would result in two less liveable units !

They have now formally rejected my application with the following reasoning !

The proposed conversion of the property into two flats would represent an over-development of this site , which would create conditions likely to give rise to overlooking of the private amenity space to serve the ground floor flat and a loss of outlook and light due to the elevated position of boundary treatments and would be detrimental to the living standards of prospective occupants of the ground floor flat and accordingly is contrary to the advice contained within PPS 3 ( housing) and the requirements of policy D1 ( Standards of Design ) of the Isle of Wight Unitary Development Plan .

The mention of loss of light is new to me - how can blocking an internal door reduce light ?
Boundary treatments - do they mean creosote ? . the boundary that is proposed is a 3 foot tall gapped fence 20 feet down the garden which has been in place as a dog run for two years !

I am going to appeal and am considering other options . Words fail me !

  Drainage     The first thing I have found strange is the constant requirement for testing at every stage but here with the building being largely wooden it does make sort of sense . A  minor fault in the plumbing could lie undetected otherwise within the walls and only surface once damp damage had become extensive and be very costly to repair . Thus it is required that once the drains have been run throughout the building frame they are filled completely with water to ensure their soundness .
